What Washington County Probate Covers
Washington County uses the Pennsylvania term Orphans' Court for the probate and related equity division. The Orphans' Court Division of the Washington County Court of Common Pleas handles estate probate, litigation concerning estates and trusts, adult and minor guardianship petitions, adoption petitions, termination of parental rights, and petitions concerning marriage licenses. The filing and recording office is the Clerk of Orphans' Court and Register of Wills.

The Register of Wills probates wills, grants letters of administration when a person dies without a will, maintains wills and estate inventories, and collects Pennsylvania inheritance tax as Commonwealth agent.
The local system changed recently. Orphans' Court e-filing became available through C-Track on March 1, 2025, after Washington County had already moved civil and estate-related access into the newer portal environment. The prior ERS access issue affects historical record expectations, so older material may require the Digital Records Library, public terminals, or office help.

The access note is central: estate and marriage records may be searchable, but general remote access to Orphans' Court case records is narrower.
Washington County Orphans' Court Office
The local probate filing office is the Register of Wills and Clerk of Orphans' Court. The research identifies James Roman as Registrar. This office is the contact point for probate wills, letters of administration, estate inventories, marriage records, and many requests that C-Track or public terminals do not answer.

Probate Filing Fees
The assigned research did not locate exact Washington County probate filing or certified-copy fees from the Register of Wills fee bill. The page therefore avoids invented amounts. C-Track subscription and e-filing fees were located, but those are access and filing-system fees, not a complete probate filing fee schedule.

What Washington County Probate Records Show
A Washington County probate record may show the decedent name, estate number, will status, letters testamentary, letters of administration, estate inventory entries, inheritance-tax activity, petitions, orders, accountings, and related filings. A guardianship record may show petitioner, respondent, hearing, order, and status information where public access allows it.
Orphans' Court also handles estate and trust litigation, adoptions, termination of parental rights, and marriage-license petitions. Those topics do not all have the same public-access level. Adoption and termination files are sensitive, and the research specifically warns that confidential records are not ordinary public lookup material.
Federal bankruptcy is a separate court system. The manifest includes the U.S. Bankruptcy Court for the Western District of Pennsylvania because estate and debt issues can be confused with probate, but bankruptcy records are not Washington County Orphans' Court records.
Use the county Orphans' Court and Register of Wills for probate, and use the federal bankruptcy court only for bankruptcy cases.
Restricted Washington County Probate Records
Washington County probate records do not all have the same public status. Estate records may be searchable through C-Track or terminals, but Orphans' Court case records are not remotely accessible to the public at this time. Parties may access their own linked cases through C-Track after registration, while the general public may need terminal or office access for permitted records.
Adoption, termination of parental rights, minor guardianship, and other sensitive records can be restricted. The UJS Case Records Public Access Policy controls confidential information and redaction in Pennsylvania case records. If a Washington County Orphans' Court record does not appear online, the safer conclusion is that access may be limited or office-based, not that no record exists.
Note: Do not treat C-Track as a complete remote probate database for every Washington County Orphans' Court file.
